MOST RECENT PROJECTS

Alternatives Development and Compliance Services for Feral Horse Management on Assateague Island, National Park Service, Assateague Island National Seashore, September 2006 - present. Aid in the facilitation of all public scoping processes, and develop all compliance processes and products for the development of alternatives for the management of the feral horse population. TCI will prepare a draft Environmental Assessment based on the alternatives produced and will ensure NEPA compliance.

NATO CCMS Team on Decision Making Process and Rapid Response to Terrorism and Ecosystem Modeling of Coastal Lagoons. Advanced Science Institute, December 2005 – present. Compiled information on rapid response tools for coastal lagoon ecosystems in response to terrorism threats. Taught 60 international science students. Wrote Chapter for publication and training manual on Environmental Sensitivity Index, Social Impact Analysis and Rapid Response to terrorism threats.

Development of a State Comprehensive Wildlife Conservation Plan for the State of Connecticut , Department of Environmental Protection, Bureau of Natural Resources, April 2003-September 2005. Developed a comprehensive plan that identifies statewide wildlife and habitat/ecosystem priorities, research, survey, monitoring, and conservation needs. Involved the public and stakeholders by facilitating meetings and workgroups to garner support for statewide program implementation. Customized the plan and process to meet the needs and conditions specific to the state, but addressed regional and national priorities.

Development of a State Comprehensive Wildlife Conservation Plan for the State of Rhode Island , Department of Environmental Management, Division of Natural Resources, September 2003-September 2005.

Development of a State Comprehensive Wildlife Conservation Plan for the State of Maryland , Department of Natural Resources, Division of Natural Heritage and Wildlife Resources, September 2004-September 2005.

Development of a State Comprehensive Wildlife Conservation Plan for the State of Alabama , Department of Conservation and Natural Resources, Division of Wildlife and Freshwater Fisheries, December 2004-September 2005.

Habitat Conservation Plan Development for Delaware Department of Natural Resources and Environmental Control in collaboration with Recon , July 2005 – present. HCP to cover Sussex County, Delaware for Delmarva Fox Squirrel and Bald Eagle and other species of conservation concern occurring in the county.

STATE WILDLIFE ACTION PLANS

Production of Promotional Materials for VA’s Comprehensive Wildlife Conservation Strategy for Virginia Department of Game and Inland Fisheries, July 2006 – December 2006. TCI produced various I&E materials that targeted different specific audiences.

Improving the Presentation of D.C. Wildlife Action Plan for the Government of the District of Columbia, Department of Environment, September 2006 – October 2006.

EXPERT and CONSULTATION

NATO CCMS Team on Decision Making Process in Ecosystem Modeling of Coastal Lagoons for Sustainable Management. September 1999 – 2003
Researched all NATO and ally country Environmental legislation, regulations and treaties and compiled into Access Database. Wrote Chapter for publication and training manual on Environmental Impact Analysis and Public Input In Decision Making.

Accomplishments/Recognition: Terwilliger Consulting, Inc. was hand selected to represent USA on this scientific team because of experience and reputation in innovative approaches to environmental program design and process development. Terwilliger Consulting, Inc.'s participation changed the project perspective from including environmental program and regulation analysis as an appendix to the first chapter in the publication. Endangered Species and Environmental Consultations for Corbin Park, Inc. Builders and Developers, 1999.

MANAGEMENT PLANS

Habitat Management Plan Development for U.S Fish & Wildlife Service, National Wildlife Refuge System, Eastern Shore National Wildlife Refuge, September 2002-September 2003. Developed a Habitat Management Plan compatible with the Comprehensive Conservation Plan for the Refuge and the objectives of the NWR System.

Fire Risk Assessment and Strategic Management Plan, Department of Public Works, Ft. Lee, VA. September 2002-2003. Developed an evaluation of the existing Fire management program and provided information and recommendations in the form of a strategic plan for the installation for the safe and effective use of fire as a management tool.

Endangered Species Management Plans for DoD Army Installations in Coastal Virginia, 1996 - 2004.

Wildlife Management Plans – Deer Herd Improvement Plans for DoD Army Installations, 1997 – 1998.

Fire and Smoke Management Plans for Ft. Eustis, Lee, Virginia, 1999 – 2000.

Vegetative Management Plan for NASA Wallops Island, Virginia. NASA Contract with Computer Sciences Corporation, 1995 - 1996.

COMPLIANCE and DOCUMENTATION

Environmental Compliance Program and Document Development– National Park Service, April 2001 – December 2002. Developed a process and products for environmental compliance for a major shoreline stabilization and beach nourishment projects. Prepared Environmental Assessments and Biological Assessments and conducted agency and stakeholders meetings. Researched State and Federal Environmental Regulations to insure project compliance.

Accomplishments/Recognition: TCI was hand-selected for this project, as it had remained stalled in noncompliance for 5 years. TCI had the technical knowledge, interpersonal skills, and contact network to reinstate the project through communication and compliance. TCI staff and associates have over 50 years of experience of environmental program management and compliance, research, development, and communication.

Environmental Training Program and Document Development– DoD- Army. 1 September 1995 – August 2002. Developed a process and products for environmental compliance for Department of Public Works for natural resource conservation and law enforcement. Developed a training program for personnel and an award winning environmental program.

Accomplishments/Recognition: Terwilliger Consulting, Inc. assisted the Army in developing a proactive and compliant Natural Resource Program that won the DoD 2002 top Environmental Award for the Nation.

Comprehensive Conservation Planning and Environmental Program Development - Department of the Interior, US Fish and Wildlife Service. 2000 – 2003. Developed a process for environmental compliance for the Endangered Species Section 7 consultation staff nationwide. Facilitated meetings to develop nationwide consistency in program and policy implementation and enforcement. Planned and facilitated meetings for the USFWS Division of Refuges for technical and public input to the Conservation Planning Process to insure federal and state Environmental Regulations to insure project compliance.

Accomplishments/Recognition: TCI was hand selected for these projects over the course of 5 years because of the effectiveness and continuing program success.

Northeast Wildlife Species of Conservation concern, compilation of 106 species accounts summarizing the regional status and conservation needs, September 2000- 2003. Contracted by each of the 13 northeast states and Region 5 of USFWS to coordinate and compile the draft publication for the Directors of the Northeast Fish and Wildlife Agencies.

Grassland Bird Survey and Breeding Bird Survey for Chincoteague and Eastern Shore National Wildlife Refuges, 1998 – present.

Wildlife Inventory Bat Survey and Telemetry for DoD Army Installations, 1997 – 2001.

Forest Inventory for U.S. Army Installations in Virginia, 1997 – 2001.

Delmarva Fox Squirrel, Piping Plover, and American Oyster Catcher Population and Habitat Assessments for The Nature Conservancy, 1995 – 2000.
